All tests in ubuntu_performance_lkp fail on Xenial generic amd64

This appears to be a new test series for Xenial, so would not consider to be a regression.

Found on Xenial 4.4.0-204.236 generic amd64

I have similar problem on Ubuntu 20.04.4:

libarchive-tools can not be installed
