powerpc test in ubuntu_kernel_selftest on Trusty will collide with the TARGETS variable

Bug Description

Subtests in the powerpc directory were defined with:
    TARGETS = pmu tm

However, this TARGETS here will get overrided if we run those tests in ubuntu_kernel_selftests with (this is the recommended way):
   $ make -C tools/testing/selftests TARGETS=ptrace run_tests

So the test will failed with:

This is affecting Trusty kernel.
In Xenial this has been modified to SUB_DIRS.

I will call this as a won't fix, since Trusty is now in ESM.
