Bug Description
3.3+snap6, currently in the edge channel, is not setting the seed partition filesystem label for the seed partition when building a UC image with:
$ ubuntu-image snap model.assert
$ sudo kpartx -asv pc.img
...
$ ls /dev/disk/by-label/ -l
(empty)
Booting the image makes the installation start, but then a reboot loop happens as snap-bootstrap expects a label matching the one in gadget.yaml when starting.
