in uc16 writable path not expanded correctly with ubuntu image rev 299

Bug Description

Hi,

I created images with the latest stable snap version of ubuntu-image rev 299

I see the size of the writable partition is not the desired one, it should be about 3GB and it is 464M.

Then I created the same image with the previous ubuntu-image version rev 214 and the size of the writable is ok: https://paste.ubuntu.com/p/RNHNrN6gVf/

I used the command
ubuntu-image snap --image-size 3G --snap snapd=beta -c stable -O output/pc-amd64-16-stable-core_beta ./models/pc-amd64-16.model

The model used is https://github.com/snapcore/snapd-testing/blob/master/images/models/pc-amd64-16.model

This bug still appears to be persistent in ubuntu image v3.2:

Even adding the flag --image-size to the `ubuntu-image snap` command the error below still persists:

WARNING: rootfs structure size 1.17 GiB smaller than actual rootfs contents 2.59 GiB
