Bug Description
Hi,
I created images with the latest stable snap version of ubuntu-image rev 299
I see the size of the writable partition is not the desired one, it should be about 3GB and it is 464M.

Then I created the same image with the previous ubuntu-image version rev 214 and the size of the writable is ok: https:/

I used the command pc-amd64- 16-stable- core_beta ./models/ pc-amd64- 16.model
ubuntu-image snap --image-size 3G --snap snapd=beta -c stable -O output/
The model used is https:/ /github. com/snapcore/ snapd-testing/ blob/master/ images/ models/ pc-amd64- 16.model
