Bug Description
In the Go rewrite of ubuntu-image, the rootfs partition is sometimes manually created. When this happens, it is created with an OffsetWrite value of 0 rather than nil, which leads to an offset being written at position 0 of the resulting disk image. This leads to problems with legacy BIOS
