ubuntu-image snap maybe should use snap command from the snapd.snap?

Bug Description

ubuntu-image snap vendorises snap command that is used to prepare-image.

snapcraft snap similarly uses snap commands a lot, however, when it launches VMs/containers etc, it tries to install the matching snapd snap as is available on the host, into the guest. Although it feels odd, it is actually very nice thing to do. As people code/patch/fix snapd, and expect to use the new snapd.snap's snap command to execute `prepare-image`.

Instead of vendorizing snap command inside the ubuntu-image snap, can you please default to using /snap/snapd/current/usr/bin/snap if available? (either always, or only when ubuntu-image is a snap)
