classic confinement makes running ubuntu-image inside UbuntuCore images impossible

Bug Description

With the switch to classic confinement ubuntu-image will not be installable on UbuntuCore anymore.

There might be use-cases for i.e. an installer that composes an image tailored for a target device (by pulling different model assertions remotely for slightly similar HW revisions of the same device etc) where you would boot an UbuntuCore image from external device and then run ubuntu-image to create something tailored for installation to an internal device etc.

Before this switch at least an installation in devmode was possible on UbuntuCore ...

There "might" be use cases?

If there are actual use cases, we can talk about how to fix this. In the meantime, moving to classic confinement fixed the number one problem with ubuntu-image snap on classic systems.

well, classic confinement is also an exclusive "ubuntu only" thing ... while i could install ubuntu-image on fedora, mint or OpenSuse before to create an UbuntuCore image for a board, i can not do that anymore after this switch.

Why is it exclusively Ubuntu? Is this documented somewhere?

I would expect classic confinement to work perfectly fine on other
distributions.

it does not and is hard-disabled there to my knowledge ...

classic snaps use the host filesystem and there is no guarantee that search paths and file locations match. i heard there will be special classic modes for other distros, so that you can package in something like opensuse-classic mode but given the differences between distros (and the fact that we default to use ubuntu binary debs for building the snaps as build and and bundled runtime deps) currently ties classic mode to ubuntu only AFAIK.

i dont know where/if this is documented anywhere though, you have to talk to someone from the snapd team (mvo, zyga gustavo) for more details...
