"topbar" and notification texts scrambled and tiny

Bug Description
Just updated from 17.04 to 17.10. Since a day the text in the "topbar" is scrambled. As an example "Tue Oct 24 09:49" appears as "Tue O t 24 09 50".
Notifications are rendered unreadable.
Fontsize is completely off from the (for instance) font sizes of the individual windows.
