Dim Screen When Inactive and Blank Screen Don't Work When On Battery

Ubuntu 17.04 (Zenial)

When on battery power the "Dim Screen When Inactive" feature does not work. Also, the "Blank Screen" after some number of minutes feature does not work either. However, these features work fine when plugged in. Unfortunately, this is the opposite of what would be appropriate behavior, since the power saving aspects of these features are more useful when trying to preserve battery life.

I believe that these issue started after transitioning from 16.10 to 17.04, but I cannot confirm.
