numlock is off at login screen, no way to turn it on by default

Bug Description

Since I upgrade from ubuntu gnome 16.04 to 16.10, numlock is OFF at login screen while it was ON on 16.04.

Whatever the solutions available on the web (numlockx...), I found no way to turn numlock ON by default at login screen.

Also, I've tried the following from various forum suggestions:

- adding numlockx in /etc/rc.local => no difference
( sudo sed -i 's|^exit 0.*$|# Numlock enable\n[ -x /usr/bin/numlockx ] \&\& numlockx on\n\nexit 0|' /etc/rc.local )

- adding numlockx (with a little script) in /etc/gdm3/Init/Default => No difference

if [ -x /usr/bin/numlockx ]; then
/usr/bin/numlockx on
fi
 just before exit 0

- adding numlockx on in startup apps => no difference. ....

numlockx on/off works perfectly after login

After several trials, I found the following pages:

So I have uncommented the line "WaylandEnable=false" in /etc/gdm3/custom.conf.

Now numlock is ON at login screen.

So it's a possible workaround, but I dont understand why.

(I also fully agree with the comment of 2nd website: "Why is numlock always an issue with each release ;-)) ).
