Alert sounds cannot be turned off

I am using Ubuntu Gnome 16.04 and the alert sounds are really annoying. I have tried turning them off. Sometime it works and sometimes I get alert sounds whether I turn it off or turn down the alert volume completely (in the end I end up turning the master volume completely off to stop the irritating noises). Also, whenever I reboot the computer, the alert settings reverts back to on / full volume. If this is too difficult a bug to solve, then please give us a silent sound theme to choose.
