touchpad settings not being honoured on X11

Bug Description

After upgrading to Xenial and GNOME 3.19.x (from the gnome3-staging PPA), the touchpad settings in gnome-control-centre stopped being honoured. No change to the touchpad settings were reflected in the behaviour of the device.

This was under X11 using evdev and the synaptics device drivers. It was previously working fine under Wily and GNOME 3.18, and started working again once I removed the xserver-xorg-input-synaptics and xserver-xorg-input-evdev packages, then installed xserver-xorg-input-libinput.

As mentioned on the email list, we need to switch to using libinput by default. I've not had a chance to look at this yet, so not sure what is required, but removing evdev/synaptics drivers is not a preferred solution since that will affect users that have multiple DE's they use.
