"Allow user to set a password when they next login" does not work

Bug Description
If I create a new user user account with the standard gnome tool (settings > users) with the option "Allow user to set a password when they next login" it is not possible to log in with this new user. The new user account is created without issues but if I log out and try to log in with the new account I'm prompted for a password as if this account was already active, just entering something random as the password will not allow me to log in. If I instead set a specific password for the new account I can log in and use it as expected.
I'm running ubuntu gnome 15.04.
