Keyboard layout doesn't switch

Bug Description

Keyboard layout doesn't switch in any way. I tried to change it with indicator on panel, hotkeys and modificator keys, but only one thing what happens is changing of indicator.
This is distro specific problem, it doesn't replicate on GNOME 3.14 live USB.

Seems it is not a gnome-settings-daemon problem. Input source switching was moved to gnome-shell in 3.14.
