Removing Background from main menu makes background settings not working

Bug Description

Steps to reproduce:
1. Install alacarte
2. Hide Background menu item (Settings category)
3. Right click on desktop and select 'Change background..."

Result: Does not work

From what i can see, gnome-background-panel.desktop (in backgroundMenu.js) is not accessible unless gnome-menus sees it. Maybe it should invoke "gnome-control-center background" directly? Workaround is to leave Background menu item inside main menu.
