USB shuts off on GDM initialization

Bug Description
I just did a fresh install of 13.10 on my system, and I have a strange bug:
All of my USB devices turn off when GDM initializes. If I connect a ps/2 keyboard I can log into my account, and then roughly 3-10 minutes later my USB devices reinitialize and are usable again. This makes things sort of difficult, as my keyboard and mouse are both USB devices. I have a a ps/2-usb converter, so I can plug in my keyboard and log in, but I am wondering if anything can be done about the issue otherwise?
Issue happens with devices connected to built in USB ports on MoBo, as well as those in my USB expansion card.
I am very new to Linux, so I don't know what other information is needed or would be helpful. Please let me know and I will try to include it.
System:
OS: Gnome-Ubuntu 13.10 64bit
Processor: AMD FX(tm)-9590 Eight-Core Processor × 8
Memory: 16 gigs (x2 8gb DDR3 1600 (PC3 12800))
MoBo: ASUS SABERTOOTH 990FX/GEN3 R2.0
Storage: 60gb SSD (/) and 500 gb HDD (/home)
