Why has this bug been marked a duplicate of bug #1368712? If the issues are the same then it would be the other way around, bug #1368712 being a duplicate of this one. If you read more closely you'll find that the issue is not the same in the first place. In case of bug #1368712 you are not seeing additional languages to select, this bug is about being able to select them but not triggering an installation of those languages.
