Lubuntu 14.10, have all the packages installed:

geoclue
libgeoclue0
geoclue-hostip
geoclue-ubuntu-geoip
geoclue-yahoo

Still experiencing the issue, *even if I have an internet connection*

Let me know if I can invoke geoclue with more output to help diagnose.
