Dutch translation is available but not applied

Bug Description

On the Translations tab here on Launchpad, the Dutch translation is there and full of suggestions. But that's not really the problem. The problem is that in the file-manager folder in /opt/click.ubuntu.com in the LC_MESSAGES folder, the Dutch translation .mo file is present but File Manager is still in English. I've setup my Bq Aquaris M10 with the Dutch localization from the first setup, so it's not a problem after changing the system language.

So it seems to be a bug that the translation is present but not applied. Is there any way to force the language change? If not, the I'll wait for this bug to be solved.
