Although the bug has been reported a while ago, it hasn't been adressed yet (probably due to not being labeled correctly). I checked the issue today on my bq Aquaris E5 (Ubuntu 15.04 OTA-8.5) and when trying to open .html files from the file manager, the browser is still not being suggested to open the file.

The content type for HTML has to be added to the file manager.
