Filemanager app does not work on the desktop

Bug Description
Running the filemanager installed from the PPA does not work. On 14.04 it appears as a blank window and on 13.10 it doesn't appear to show anything.
When running from the console the following can be seen:
$ filemanager
using main qml file from: ""
file://
