File/Folder properties should not list "Created" date/time

Bug Description

The ctime for a file/folder is not the creation time of the file, but rather the inode or file change time [1]. Additionally, the file manager should probably list "Accessed" time (atime) instead of ctime--just like the desktop file manager.
