The sites randomly not reachable

Forum users and others continue to report downtime for the servers. This bug is to follow/gather information on the issue. The downtime is usually shortish, but it continues to show itself periodically.

It's notable that all subsites forum.ubuntu-fi.org and blog.ubuntu-fi.org read HTML, CSS and image files from the main www.ubuntu-fi.org/wiki.ubuntu-fi.org server, so it's possible that problems are on the main server but from user point of view affect all sites.

The 21106 was updated with an identification and temporary fix of the problem, and mentioned that a new ticket 21112 will be updated regarding finding a fix to the root problem.

This should be now fixed to a large extent thanks to ticket 21555, where a separation of CSS/theme files was done for each service. There is no more server-to-server requests, so each service like forums should be more fault tolerant alone.
