Bug Description

The download manager provides a way to download files to a custom location and step on the existing files. This feature wa introduced for the system image updates, unfortunately if two updates are ran at the same time the download is written on top of it corrupting the old files and making the update fail. To avoid that udm should write in a temp location and then move the file as a single atomic operation.
