Bug Description

To prevent jenkins from keeping cached copies of included binaries, we should add a "nocache" option to cmake. This should force the build to pull the libreoffice (and other) libraries from launchpad PPAs and the archive, rather than caching them. Caching makes sense on developer machines, but not in the datacentre where there is a super fact connection to the archive.

@balloons - now this has landed, can you please modify the script in jenkins which builds docviewer and add:-

-DNO_CACHE=on

This will ensure jenkins never caches the debs it downloads from PPAs & the archive.
