Bug Description
Ubuntu 7.10
Compaq 5BW110 Desktop Computer
566 Celeron, 320M RAM, 40G HDD.
External Modem - Swann NetSlider II (56k V.90 voice/fax/data modem)

When trying to send email with attached jpg files of 100k or more, the modem will stop working.
The Carrier Send light on the modem will flash in time with the Send Data light.
However, canceling the send will allow the modem to continue working.
The modem works fine with FireFox doing web browsing.
Used nm-applet to set up connection.
Had to disable networking and manually set up dial-up modem.

This sounds like a hardware problem. Your modem chokes when too much data is sent to it. Please try lowering the baud setting in the dial-up settings and verify that handshake is properly set up.
