In the Packaging guide on the "Packaging From Scratch" page it is recommended to use the "822-date" command to generate a date in the proper RFC822 format.
Under the heading Changlog the following line exists:
The format (especially of the date) is important. The date should be in RFC822 format, which can be obtained from the 822-date program.
However, when running this command it states that it is deprecated:
822-date: warning: This program is deprecated. Please use 'date -R' instead.
