ubuntu-destkop-bootstrap is still staging Mesa libraries from jammy

Bug Description

ubuntu-desktop-bootstrap is a Flutter based snap where the snap itself also stage Mesa and corresponding dri libraries.

However, with the latest version of snap 0+git.eef0e0fd6, the Mesa libraries that staged are still base on jammy.

So any new platforms that require newer version of Mesa/graphics libraries will fail in running ubuntu-desktop-bootstrap

Thanks, indeed. It might be time to rebase our snaps on core24 which would resolve that issue

Added oem-priority as on noble, oem-24.04b (6.11) kernel + mesa 24.2.0~rc3-1ubuntu1~ppa1~24.04.3 (from ppa:~canonical-x/testing) caused ubuntu-desktop-bootstrap not able to display window properly.

This means future hardware enablement might be blocked by ubuntu-desktop-bootstrap.

The following error messages are coming from factory-reset-tools, which is part of ubuntu-desktop-provision, and also has the same issue as ubuntu-desktop-bootstrap.

I also tried bumping base to core24 but still no avail.
