Ubuntu Budgie 24.04 release candidate image
On this offline install (enclosed are /var/log/installer and the curtin logs) the region language and region format defaulted to United States on first logon. I was expecting this to be United Kingdom since I selected from the installer UK, UK (Macintosh) keyboard and timezone of London/Europe.
This is different from 22.04/23.10 where the ubiquity install correctly set UK region and format - on first login as expected a dialog appeared asking to download missing language packs because the offline install did not have them to install.
In the above link are the same results for an online (internet) connected install.
Since this is an offline install it can't be geoip related?
