btrfs not creating separate root and home subvolumes in Ubuntu Server

Bug Description

I'm using Ubuntu Noble beta image, and it doesn't create btrfs subvolumes by default which is really annoying.

I know older versions of Ubuntu desktop did it, but was shocked to realize subvolumes weren't created by default.
