Bug Description

In the 20240408 noble live session, the 'Preparing Ubuntu...' animation takes 50 seconds. I've tried a couple of times and it's consistently 50 seconds.

The laptop does not have internet access when this occurs.

I experience both this and the blank (white) installer screen issue as described here:

I tested this in Virtualbox 7.0.
Approximately half the time I boot up the Live ISO image, I get a white/blank installer window and it doesn't go away regardless how much I wait. However if I open the system settings, the installer screen is "redrawn" and its contents appear.

Note that the video is long (29 min), because I wanted to make sure that the white screen is not replaced by the actual installer screen after a while.
At 28:48 I open the Settings app and it makes the installer redraw (?) itself and the correct installer window contents appear (at 28:50). Then at 28:59 the Settings window appears and I power down the system.

I've also recorded a session where the white installer screen issue is not present.
Here you can observe the issue described in this ticket, i.e. "Preparing Ubuntu..." takes 40-50 seconds.

Both behaviours are pretty consistently reproducible for me with Virtualbox 7.0 (running on an Ubuntu 22.04 host). Half the time I get one scenario, the other half the other scenario.

And btw. I didn't use a daily ISO, but the official 24.04 that was released on 24th April.

And in my use-case the virtual machine does have internet access (via NAT) all the way from the start of the boot process.
