Bug Description
With the 20230825.2 canary image, I see 'TPM selected' by default in the installer, instead of 'None selected' indicating an unencrypted install.
Speculation is that this may be related to the target disk size. I am using a 15GiB target image as per:
virt-install --disk ./mantic-

I observed the same issue with 20230829 on hardware and the target drive is 1TB.
