login screen not translated from English when doing no network Non-english install

Bug Description
Installing a non-english version of ubuntu with no network results in the login screen displaying words like 'password' in english, and the error message when inputting wrong password in english, and the 'users' button also in english. The clock however, is in the desired language, as is everything after logging in.
