[X13s] Cannot connect to network via wwan

Bug Description

[Summary]
System cannot connect to network via wwan. It can detect sim card, because I have to enter pin code for it. However it cannot connect to network.

[Steps to reproduce]
1. Plug in sim card.
2. Go to `Settings` > `Mobile Network` > enable it.

[Expected result]
Connect to network successfully.

[Actual result]
Keep connecting.
