Bug Description

To set the packageset owner of the 'openstack' packageset to the ~ubuntu-openstack-dev team, please change the packageset uploader as shown:

for r in $(distro-info --supported); do
  edit-acl -P openstack -p ubuntu-openstack-dev -S $r add
done
