[TB/DMB] Grant fossfreedom upload permissions to the ubuntu-budgie packageset

On today's DMB meeting, we have granted fossfreedom upload rights to the ubuntu-budgie packageset.

We have created an ubuntu-budgie-uploaders team that would mark the uploaders for the packageset. I have added fossfreedom to it already:

./edit-acl add -p ubuntu-budgie-uploaders -S disco -P ubuntu-budgie

I suppose we'd need this command run for disco, cosmic and bionic.

Ok, looking at the docs, it seems that my request is slightly invalid. I guess in this case we need to create an ubuntu-budgie-dev team and ask for the addition of it into the packageset. I'll try to prepare the team shortly and re-formulate the request.
