I have now changed the driver for all stable releases to ubuntu-release, and verified that this does not regress the ability of a core-dev to target tasks to a stable release.
I have added canonical-qa to ubuntu-release, although that requires confirmation from an administrator of that team (I've given Pete Graner a heads-up and summary on IRC).
After that, I think the next step is to remove canonical-qa from ubuntu-drivers.
