Alarm should use 360 degrees for 12-hour rather than 24-hour format

Bug Description

Currently the analogue alarm displays time in 24 hour format. This means that when the hourhand is at the 6 position (traditionally), it is actually means 12:xx. This is rather unconventional. Whether the alarm shows time in 12/24 hour format, the 360 degrees should be equivalent to 12 hours. This behaviour is also exhibited by Android and the N9 clock app.

The alarms view does seem inconsistent, but the clock view looks "right" to me. Needs input from design.
