current situation:
User can't set clock time using clock face inside clock app.
Desired solution:
On long press, user enters edit mode and can move handles to change time.

As of now, the clock app cannot change the system time. So if given the ability to change the time in the clock app, it will result in different times being shown in the time indicator, welcome screen and the clock app. Until the decision to allow the clock app to change the system time is made, I would recommend not fixing this bug.
