Beirut is missing in the offline world city list

Bug Description
When adding a city for world time, the main list is supposed to include "Beirut, Lebanon" under B, but it doesn't. However, when searching for "lebanon", the list the shows up includes the following:
Lebanon, Lebanon
Tripoli, Liban-Nord, Lebanon
Sidon, LIban-Sud, Lebanon
Mohafazat Mont-Liban, Mont-Liban, Lebanon
Djounie, Mont-Liban, Lebanon
However there is no listing for Beirut
I also suggest changing French names to English like Mount-Lebanon, North-Lebanon, and South Lebanon for the other cities included.

Lets show the same list of cities available in the google android clock app in the ubuntu clock app as well. I am sure later on, canonical might even provide us with that list.

The official list shown has not yet been confirmed. This means that the current list could miss certain important cities in the world. Once the list is final, then I believe this bug would be valid. Also the searches are based on city names. So when you search for "lebanon", you will only get results with similar names. You will not get results of cities in lebanon. So you shouldn't expect Beirut to appear when you search for lebanon.
How lets target this bug to be about "Beirut" missing from the city list shown alone.
