[Clock app] Timer label updates before the timer hand reaches destination

Bug Description

It has been noticed that the timer label updates even before the timer hand reaches its destination. For instance say the timer hand is at 15 seconds. You will notice that the timer label updates to 00:14 while the timer hand is on its way to the 14 second mark.

What should happen:
The timer label should update *only* after the timer hand finishes its movement.

This bug can be resolved by either of the methods listed below,
a) Removing the timer hand animation since this is the primary reason for the mismatch between the timer label and timer hand.
b) Using two timer loops, one to update the timer label and the other to update the timer hand.
