Ticket doesn't fail in bsb when upload rejected

Rejected:
The source apport - 2.13.2-0ubuntu5~ev1 is already accepted in ubuntu/trusty and you cannot upload the same version within the same distribution. You have to modify the source version and re-upload.

Okay, so I expect the branch/source builder to fail, but instead I get:

Workflow Step: Failed
Status: Image Testing Failed

This only failed because there's a bug in the test runner where it can't find the right Nova instance size to use. I suspect it would've happily gone all the way through and tested an unmodified version of apport, since my upload never successfully built.
