Need a way to timeout 'running' smoke jobs

Bug Description

Some times smoke jobs fail to complete.. This causes the jobs to remain in
the 'running' state on the dashboard. This isn't good. See attached
screenshot.

I had an idea for a simple fix. When the pull-script runs, it should go ahead and mark all smoketestresult objects complete for each smokeresult it handles.
