ppa assigner: does not periodically refresh its view of the available PPAs

Bug Description
There's a method for refreshing the view of PPAs we can use, but nothing calls it.
I ran into this in bug 1283018. I created the missing PPAs and waited for the PPA Assigner to pick them up. It never did. I had to manually call:
