Support cordova 3.0 CI

Bug Description

Cordova 3.0 has been split into multiple (20+) source branches in github, one of which is a CI tool, Cordova Medic. How do we integrate this into our CI system? The goals are:

  - To test the command line tool for building Cordova applications.
  - To test the plugins, which are downloaded from external repositories.
  - To test the runtime, which is covered by the existing Mobile Spec Suite.
  - To test it on supported platforms (desktop, phone, tablet, etc).

Can you give us a quick feedback, to see if that request is likely to be accepted, or if you will generally disapprove for maintenance reasons. We're mostly looking for the most efficient way to meet the requirements of both our own platform and upstream. Thanks

I was hoping to run some experiments before responding to this, but with the CI infrastructure down due to the move I was unable to.

It should be feasible to do this with some restrictions:
 - What is the trigger for running a test?
 - What is canonical's role as an upstream? Do we need to do pre-commit testing?
