[Maverick RC] Keymap selected at boot time is not applied to virtual terminals

Bug Description
I'm using the Ubuntu Maverick RC live-desktop environment, from a USB drive prepared with Startup Disk Creator. At the bootloader menu, I select the "Dvorak" keymap, and then proceed to boot the system.
When the desktop is running, the keymap is set correctly, and everything is great. But when I switch to a virtual terminal and type something in, I get gibberish---the U.S. QWERTY layout is loaded. I have to flail around and type "sudo loadkeys dvorak" to get the keyboard back into a usable state.
