.img installer images (UNR, MID..) don't have torrents

Bug Description

.torrent files are missing for all .img files . I am told this is because .iso is hardcoded in bin/make-torrents so other torrents may be missing too.

This affect primarily UNR and MID installers which are .img files.

Second, jigdo and template files are missing for .img images.

I see these files only:

No torrent, no jigdo, no template.. :-(

.jigdo and .template files are for alternate CDs. Since the UNR and MID images are both essentially Live CDs, shipping .jigdo files for them doesn't make sense.

The version of make-torrents running on antimony *does* consider .img files. The problem is actually that torrents are explicitly disabled for the netbook-remix project. ;-) I think that's out of date and will fix it up; I'll investigate metalinks at the same time.

metalink files are provided only for use with Wubi. I don't think Wubi supports UNR, so we shouldn't be providing metalink files for UNR. (We're actually providing more metalink files currently than are needed for Wubi, which is something I intend to correct in the future.)

I've fixed the code, and created torrents for all released 8.10 and 9.04 .img files (I almost created metalinks until seeing Steve's comment, so publish-release is now a bit more explicit about this). It may take a while for releases.ubuntu.com/cdimage.ubuntu.com to update, given the load at the moment.
