no way to create initial bootloader configuration on imx51 images

Bug Description
currently there is no way to create the inital fconfig information inside an image (similar to gubs menu-lst file) needed by redboot to boot an imx51 board off an SD card.
at the moment either a binary blob from a manually created config on an SD card needs to be dd'ed off that card, dd'ed into the image and needs to be modified by an unpackaged tool, or the configuration needs to be left empty which enforces the user to boot up such a board with a serial console and create the necessary setup himself.
