On 25.04 there is no ARM hash

Well there are no ARM images in https://releases.ubuntu.com/25.04/ so it is intended that there are no hashes of ARM images there. The ARM ISOs are in https://cdimage.ubuntu.com/releases/25.04/release and their hashes are in the SHA256SUMS file in that directory.
