It would be extremely nice and helpful if release download page (https:/
Please don't tell me that Ubuntu image contains Release Notes - I wish to read them _before_ downloading the image.

Ok. They don't contain Release Notes.
The release notes are in fact online at discourse.
And they are linked from the main download page: https:/
The html pages on releases.ubuntu.com are generated from code, not maintained as source documents. Therefore, while this is a valid request, it is unlikely we will take on the added maintenance burden of linking them from here.
